These are two different construction measurements, not a claim of four inches of seat thickness or suspension travel.

Black vinyl makes the surface straightforward to clean and maintain, with contrast stitching and an embroidered Harley-Davidson logo. Sealing at critical seams helps prevent rain or wash water reaching the foam in those areas. That is targeted water protection, not a statement that the whole seat is waterproof or that every rider will experience the same comfort.

The adjustable rider backrest 52300745 is sold separately.
